I have the honour to transmit for
Your Lordship's consideration the enclosed copy of a
minute addressed to the Colonial Secretary by Mr. S. B. C.-
Ross asking for an alimentary allowance during the period
good officer

he acts as Assistant Land Officer at Taipo on
Passed Cadet's pay.

Mr. Ross was appointed a Cadet

on the 17th. November, 1899, and became a Fassed Cadet on
the 5th. January, 1902. Since then he has acted as Assistant
Registrar-General, Assistant Colonial Secretary, and Fost-
-master-General while his experience of the New Territories
dates back to May, 1902, when he was Registrar of the Land
Court. From March, 1905, to March, 1906, Mr. Ross acted as
Assistant Superintendent of Police and Police Magistrate
in the Northern District of the New Territories and since
the 28th. July, 1907, he has acted as Assistant Land
